Quality Payments: Amendment to Drug Tariff for SCR quality criterion

The Department of Health has published an amendment in the October 2017 Drug Tariff, Part VII Quality Payments Scheme (England) relating to the Summary Care Record (SCR) quality criterion for the November 2017 review point.

The SCR quality criterion for the November review point now states:

‘On the day of the second review, the pharmacy can demonstrate a total increase in access to Summary Care Records (from Monday 3 October 2016 to Sunday 30 April 2017 compared to Monday 1 May 2017 to Sunday 26 November 2017).

Where the pharmacy can demonstrate total access to Summary Care Records of 100 times or more in both period 1 (Monday 3 October 2016 to Sunday 30 April 2017) and period 2 (Monday 1 May 2017 to Sunday 26 November 2017) they will have been deemed to have met this criterion whether there has been an increase or not.

This amendment means that pharmacies who have accessed the SCR 100 times or more in both period 1 and period 2 will meet the SCR quality criterion, even if their usage has not increased.

Alastair Buxton, Director of NHS Services at PSNC said:

“We are really pleased to see that NHS England has recognised that contractors who are using SCR on a regular basis should not be penalised in the Quality Payments Scheme, just because they have not been able to increase their SCR usage over a set period of time.

We hope this will encourage pharmacists and pharmacy technicians to continue to use SCR appropriately and regularly, without the worry of whether this will affect their eligibility to meet the quality criterion for the November review point.”

SCR calculator

Community pharmacy contractors are reminded that the Summary Care Record (SCR) usage calculator tool is now available to use ahead of the November 2017 review point of the Quality Payments Scheme.

The SCR calculator is designed to assist contractors in monitoring and increasing their SCR usage to meet the SCR quality criterion, which requires contractors to be able to demonstrate on the day of the review, a total increase in access to SCR from period 1 to period 2 (if they have not accessed the SCR 100 times or more in both period 1 and period 2) as defined below:

Period 1 Period 2
For 24th November 2017 review point Monday 3rd October 2016 to Sunday 30th April 2017 Monday 1st May 2017 to Sunday 26th November 2017

The calculator shows the number of times a contractor has accessed the SCR in period 1 and current usage in period 2. It also calculates the difference in usage between the two periods so contractors can see how many times they will need to access the SCR in period 2 to increase their usage).
