The Pharmacy Earlier Payment Scheme (PEPS) update

PEPS (the Scheme), managed by NHS Business Services Authority (NHSBSA), has been awarded to a new provider, Taulia, effective from 1st July 2018 (i.e. for prescriptions dispensed in June 2018).

PEPS, introduced in April 2013, is a privately financed, voluntary arrangement, as part of a broader initiative by the UK Government to allow community pharmacies early access to their monthly advance payment for the provision of NHS pharmaceutical services.

Citibank, the initial provider of the Scheme, will cease to offer earlier payments after June 2018. To continue receiving earlier payments in July, existing PEPS contractors have until the 31st May 2018 to opt in to the Scheme offered by Taulia. Initially, Taulia will only be offering an automatic financing option only but will work with the NHSBSA to provide a manual financing option in the near future.

IMPORTANT NOTICE

To community pharmacy contractors currently opted into the Scheme:

  • A termination note from Citibank may have already been sent to you.
  • NHSBSA has recently sent out a letter (dated 15th May 2018) with information on the new provider (Taulia) including terms and conditions of the Scheme together with an opt in or opt out form to complete.
  • If you haven’t received a letter from NHSBSA and are registered under the current Scheme, please email nhsbsa.pepscontractorpayments@nhs.net for further guidance.
  • It is important you respond to the letter providing your bank details, to confirm whether you wish to remain in the Scheme with Taulia, or if you want to be transferred and paid by NHSBSA according to their normal payment timetable.
  • To receive an earlier payment in July for June dispensed prescriptions you will need to complete and return the opt in form to the NHSBSA no later than 31st May 2018.

To pharmacy contractors currently NOT opted in to the Scheme:

  • Unless you choose to join the Scheme, NHSBSA will continue to pay you according to their normal payment timetable.
  • Taulia will accept new contractors who want to opt into the Scheme from 11th May 2018 onwards, with first early payments commencing on 9th July 2018.
  • If you are interested in joining the Scheme, please contact the NHSBSA by emailing nhsbsa.pepscontractorpayments@nhs.net for further information.
  • Opting into the scheme requires a 30-day notice period.
  • To receive an earlier payment in July for June dispensed prescriptions you will need to complete and return the opt in form to the NHSBSA no later than 31st May 2018.
