Quality Payments – Provision of one specified Advanced Service

Please note, the interim Quality Payments Scheme for the first six months of 2017/18 has now ended. No decisions have been made by the Department of Health and Social Care and NHS England on the future of Quality Payments beyond the first six months of 2018; this will be a matter for discussion with PSNC, once substantive negotiations for 2018/19 commence.

To be eligible to collect the points necessary to claim a Quality Payment, community pharmacy contractors must meet four gateway criteria, one of which is:

‘On the day of the review, the contractor must be offering at the pharmacy Medicines Use Review (MUR) or New Medicine Service (NMS); or must be registered for NHS Urgent Medicine Supply Advanced Service Pilot.’

NHS England guidance

NHS England has published new guidance ahead of the June 2018 review point of the Quality Payments Scheme:

  • NHS England – Pharmacy Quality Payments Guidance for the June 2018 Declaration (published 30th April 2018).

The June 2018 guidance should be read in conjunction with NHS England’s gateway criteria guidance and the quality criteria guidance:

  • NHS England – Pharmacy Quality Payments Gateway Criteria Guidance (published 23rd December 2016); and
  • NHS England – Pharmacy Quality Payments Quality Criteria Guidance (published 27th February 2017).

These documents are available on the NHS England website.

PSNC strongly encourages all contractors to read the new NHS England guidance, as well as the previous guidance, to ensure they are fully briefed on the requirements of the Quality Payments Scheme ahead of the June 2018 review point.

How to achieve this gateway criterion

Does your pharmacy provide MUR or NMS? If not, could you start to provide one of those services or could you register to provide the NHS Urgent Medicine Advanced Service (NUMSAS)?

If a contractor is declaring that they provide MURs and/or NMS at the pharmacy to meet the Advanced Services gateway criterion, they should ensure that either or both of these services are listed on their NHS Choices profile (this does not apply to distance selling pharmacies).

The declaration process

Contractors will be required to declare through the NHS BSA online declaration page (this webpage is not live yet) which of these services they are offering or are registered for when they claim for a Quality Payment.


Q. Do I need to make a declaration anywhere that we offer MURs and/or NMS, or that we are registered for/offering NUMSAS?
If a contractor is offering MUR and/or NMS, they must ensure this is stated on their NHS Choices profile, in the ‘Services’ section. Contractors will not be able to advertise that they offer NUMSAS as per the NUMSAS service specification; therefore there is no option to list NUMSAS on NHS Choices.
