Notice of changes to discount not deducted (DND) status of products

Where a product meets the discount not deducted (DND) criteria as set out in Part II of the Drug Tariff (see Background section below), a DND indicator is applied to the respective product entries in dictionary of medicines and devices (dm+d).  Part II of the Drug Tariff, is updated monthly by the Department of Health and Social Care (DHSC) and includes grouped and individual items. Items included under the ‘Group Items’ heading are not listed again individually in Part II.

Following applications made by Community Pharmacy England on behalf of pharmacy contractors the following products have now been given DND status.
Please note: the lists below only show existing products which have been re-classified as DND; the lists do not include any new products added to dm+d and the Drug Tariff that are granted automatic DND status each month.

If you identify any particular product(s) which are not currently classified as DND but you believe satisfy the criteria (as set out in Part II of the Drug Tariff), please notify Community Pharmacy England’s Dispensing and Supply Team (0203 1220 810 or info@cpe.org.uk) who will investigate and assess if it meets the relevant criteria. Where appropriate, Community Pharmacy England will make application to the NHSBSA and DHSC seeking for DND status for the product.

Background

The DND list is updated monthly by the DHSC and includes grouped and individual items. Individual items are separately listed in Part II of the Drug Tariff. Any items covered by the ‘Group Items’ heading are not listed again individually in Part II. Contractors can also check the Actual Medicinal Product (AMP) listing on Dictionary of Medicines and Devices (dm+d) to identify whether a product meets the DND criteria (see below).

Group items

Any products that are covered by one or more of the Group items categories below are reimbursed without any discount deduction applied.

• Cold Chain Storage (ALL)
• Schedule 1, 2 or 3 Controlled Drugs: Products containing drugs listed in Schedules 1, 2 and 3 of the Misuse of Drugs Regulation 2001
• Cytotoxic or Cytostatic item (ALL):
• Immunoglobulins (ALL)
• Insulins for injection (ALL)
• Vaccines and antisera (ALL)
• Unlicensed medicines: ‘Specials’ not listed in Part VIIIB where the product has been sourced from a supplier holding a MHRA specials or importers licence (prescriptions must be endorsed with invoice price less discount/rebate)
• Hazardous chemicals

Individual items  

Products that do not are covered by one or more of the Group item categories above must fulfil all three of the following criteria to qualify for entry to the DND list.

• the manufacturer(s), AAH and Alliance do not offer pharmacy contractors a discount
• fewer than 500,000 items per year are dispensed of the product
• average net ingredient cost (NIC) per item is more than £50

The NIC per item is the average NIC per prescription dispensed and not the list price of the product. As the NIC is based on the quantity of the product dispensed, it is independent of product pack size. For new products, the DHSC will give consideration as to whether the product may, in time, meet the criteria.

Please note that there may be occasions where a particular branded product meets the criteria but the generic equivalent of the product does not. In this case, the generic description would not be included in the list.
