NHS England and NHS Improvement (NHSE&I) have published guidance on the 2021/22 Pharmacy Quality Scheme (PQS). The guidance document provides information on how community pharmacy contractors can meet the gateway criteria and domain requirements.

 PQS PCN Domain Contractor Calls

To successfully meet the requirements of the PQS 2021/22 PCN Domain, Community Pharmacy teams and contractors who wish to participate must have engaged with the Community Pharmacy Primary Care Network Lead to communicate that they would like to be involved in increasing the uptake of flu vaccination to patients aged 65 and over for the 2021/22 influenza season.

GMLPC will support and facilitate engagement between Community Pharmacy teams, contractors and PCN Leads by organising an Microsoft Teams Meeting for each PCN to discuss and plan how they will work together during the 2021/22 influenza season.

Attendance to this meeting is crucial for those wishing to participate in the PCN Domain and therefore, each pharmacy must ensure that at least ONE representative can attend the scheduled meeting (please see below for further details). Attending this meeting will ensure all Community Pharmacies wishing to participate in the domain can easily meet the requirements in the most efficient way.

PQS 2021/22 – Aspiration Payment

Contractors, who wish to claim an Aspiration payment, must do so before 11.59pm on 29th October 2021.

Contractors can make a claim for an Aspiration payment for the PQS 2021/22 on the NHS Business Services Authority (NHSBSA) Manage Your Service (MYS) portal.

The Aspiration payment is optional; if contractors do not want to claim it, it will not impact on the contractor’s ability to claim a PQS payment during the declaration period. There is also no requirement to have claimed for a previous PQS to claim an aspiration payment for PQS 2021/22.

If contractors wish to claim for an Aspiration payment, they should review the requirements of the PQS 2021/22, decide which domains they intend to meet when they make their PQS declaration (between 9am on 31st January and 11.59pm on 25th February 2022) and declare this on the MYS portal; contractors should click on the ‘Pharmacy Quality Scheme’ tab on MYS to make a claim.

PQS Assessment Framework now Available

Community pharmacy contractors can now access the PharmOutcomes assessment framework for the 2021/22 Pharmacy Quality Scheme (PQS). This is available free of charge to all contractors.

The assessment framework allows contractors and their teams to track their progress with achieving the gateway and quality criteria/domains of the PQS.

Training Requirements

Training Requirements

There are several training requirements that contractors will need to meet for both the Gateway criteria and several of the Quality criteria included in the different domains.

Eight of the twelve training requirements have been included in previous PQS; if staff have previously completed the training and, where applicable, successfully passed the e-assessment, there is no requirement to complete this again.

The Primary Care Networks (PCNs) domain requires contractors to engage with the community pharmacy PCN Lead and develop a plan to work collaboratively with other contractors and consider how they could work with general practice colleagues to increase the uptake of flu vaccinations to patients aged 65 and over for the 2021/22 influenza season.

Pharmacy Quality Scheme – Important Dates for the Diary

This PSNC Briefing provides a list of the important dates for the Pharmacy Quality Scheme (PQS) 2021/22.

Why is this date important?

1st September
2021
PQS 2021/22 officially starts.
Start date for having conversations with patients, their carers or representatives, for whom you have dispensed an inhaler, about the environmental benefits of them returning all unwanted and used inhaler devices to a community pharmacy for safer and environmentally friendly disposal.

Do not miss this start date: Contractors need to start working on this quality criterion on this date to ensure they are eligible to meet this quality criterion. 

Catch up New Medicine Service (NMS) can start to be offered to patients.
Flu Vaccination Service starts so contractors can start providing flu vaccinations to meet the target of providing 30 or more vaccinations.
1st October 2021 MYS online portal to record anticoagulant audit data opens from noon.
4th October 2021 Aspiration payment window opens at 9am.
29th October 2021 Aspiration payment closes at 11.59pm.
1st December 2021 Aspiration payment is paid to contractors.
31st December
2021
Deadline for communications between the contractor and Pharmacy PCN Leads around increasing the uptake of flu vaccination to patients aged 65 and over for the 2021/22 influenza season.
Deadline to start antibiotic review (eight weeks till last day of declaration period).
5th January 2022 Deadline to have claimed payment for the provision of at least 20 NMS (including catch-up NMS) since 1st April 2021.
28th January 2022 Deadline to start anticoagulant audit (four weeks till last day of declaration period).
31st January 2022 Declaration window opens at 9am.
Contractors do not need to continue to have conversations with patients, their carers or representatives, for whom they have dispensed an inhaler, about the environmental benefits of them returning all unwanted and used inhaler devices to a community pharmacy for safer and environmentally friendly disposal to meet this quality criterion.
Deadline to have provided 30 or more flu vaccinations.
25th February 2022 Declaration window closes at 11.59pm.
1st April 2022 Contractors paid PQS payment (aspiration payment will be initially reconciled with the payment for the PQS 2021/22).
1st June 2022 Reconciliation of payments for the PCN domain when final data on the increase to the uptake of flu vaccination to patients aged 65 and over will be available.
TBC When referrals can start to be made to the NHS Digital Weight Management Programme.
