Healthy Living Pharmacy
The Healthy Living Pharmacy (HLP) framework is a tiered commissioning framework aimed at achieving consistent delivery of a broad range of high quality services through community pharmacies to meet local need, improving the health and wellbeing of the local population and helping to reduce health inequalities.
The HLP framework is underpinned by three enablers:
- workforce development – a skilled team to pro-actively support and promote behaviour change, improving health and wellbeing;
- premises that are fit for purpose; and
- engagement with the local community, other health professionals (especially GPs), social care and public health professionals and local authorities.
PHE has published the self-assessment guide, which sets out the quality criteria that pharmacies must achieve to gain HLP level 1 status. Pharmacy teams must be able to provide evidence of their behaviours and activities as well as the physical environment.

HLP and Quality Points
Community pharmacy contractors passing the gateway criteria will receive a Quality Payment if they meet one or more of the Quality Payment criteria. The Department of Health has weighted these based on an assessment of the difficulty of achieving them and the benefit to patients for doing so, with each criterion being designated a number of points.
One of the Quality Payment criteria is:
‘On the day of the review, the pharmacy is a Healthy Living Pharmacy level 1 (self-assessment).’

The value of this Quality Payment criterion is as follows:

How to achieve this Quality Payment criterion
Many pharmacies have worked over the last few years to become accredited as HLPs, with accreditation being organised by local commissioners or LPCs.
The Healthy Living Pharmacy: Level 1 quality criteria set out the quality criteria that pharmacies must achieve to gain HLP level 1 status.
This Quality Payment criterion can only be claimed at one review point.
We are extremely fortunate in MK to have embarked on our HLP journey prior to the Quality points announcement. As a matter of urgency could I please ask that all pharmacies whether on the journey or not, make contact with Beccy White, Health Improvement Principal at Milton Keynes Council. Beccy secured funding to give HLP a boost some of which has already trained Health Champions and Leaders. Beccy is keen to drive HLP forward and is willing to talk you through next or initial steps. There is a checklist here which gives you a very clear view of what needs to be covered as you aim to complete your self assessment. For those of you who have not engaged with us at all on this, you are not too late and help is still available. There are opportunities to complete Health Champion training by e-learning with Buttercups .
