Contractor Notice: Extended FP34C submission deadline for prescriptions dispensed in May 2022

THIS CONTENT HAS NOW EXPIRED

Contractors will have until the 7 June 2022 to submit their FP34C declaration through the Manage Your Service (MYS) portal for NHS pharmaceutical services delivered in May 2022.

Normally, if one or more bank holiday occurs within the first five days of the month, contractors are given an extra day to complete their monthly submissions. However, due to the unique circumstances of a weekend falling immediately after two bank holidays – Spring bank holiday (Thursday 2 June) and Platinum Jubilee bank holiday (Friday 3 June) – all occurring in the first five days of June 2022, the Department of Health and Social Care (DHSC) accepted PSNC’s request for an extension to the submission deadline to the 7th of June.

This one-off extended submission deadline has been granted by the Department to ensure contractors have sufficient time to submit their FP34Cs through MYS in order to receive earlier advance payment. The earlier advance payment date will remain as four working days from the extended submission deadline of the 7th of the month. Therefore, to secure access to earlier advance payments on 13 June 2022, contractors must submit their May 2022 FP34Cs through the MYS no later than 7 June 2022. Contractors who submit their May FP34C figures late through MYS (after 7 June) will NOT receive any earlier advance payments and instead, receive their advance payments in accordance with the normal payment timetable i.e. on 1 July 2022.

Contractors must also dispatch their prescription bundle to the relevant pricing division at the NHS Business Services Authority (NHSBSA) by the 7 June 2022. Please note the requirement to submit electronic Claim Notification (CN) messages or Electronic Reimbursement Endorsement Messages (EREMs) within the first 5 days remains unchanged. CN messages and EREMs for prescriptions dispensed in May 2022 must continue to be submitted by 5 June 2022.

10,797 pharmacy contractors who declared their April 2022 FP34C submission figures through the Manage Your Service (MYS) portal by 6 May 2022 will have received their earlier advance payments on Thursday 12 May 2022 (circa 20 days earlier than the normal advance payment timetable).

However around 400 contractors will not receive any earlier advance payments in May because their April FP34C declarations were submitted late through MYS (after 6 May). Contractors who submitted their FP34C late (after 6 May) will receive their advance payments in accordance with the normal payment timetable i.e. on 1 June 2022.

Further details on the advance payment arrangements are outlined in this PSNC briefing. Pharmacy contractors can also view an on-demand version of a webinar on the changes to advance payments and FP34C submission requirements.

PSNC’s briefing titled ‘Administrative charges for late submission of prescription forms’ provides guidance for pharmacy teams on the correct end of month submission processes and information regarding how the NHSBSA will administer the £25 administrative charge for late submissions.
