Quality Payments: Accessing the SCR for the WES gateway criterion

Community pharmacy contractors will need to access the Summary Care Record (SCR) portal from their pharmacy to validate whether their pharmacy meets the Warranted Environment Specification (WES) gateway criterion*, as detailed in NHS England’s recently published guidance on the Quality Payments Scheme for the February 2019 review point.

If contractors have not accessed the SCR since 14th November 2018 or are not sure if the SCR has been accessed since this date, they are encouraged to do this as soon as possible, to ensure they are alerted in the first wave of emails from the NHS Business Services Authority (NHS BSA), if their pharmacy has been validated or if corrective action needs to be taken to meet the WES gateway criterion before the February review point (15th February 2019).

NHS Digital is able to validate whether a contractor meets the WES gateway criterion, once the SCR portal is visited from a computer in the pharmacy. Contractors do not need to access an individual patient’s SCR for validation of this criterion; contractors just need to open the ‘Find a patient’ screen, as shown below, for NHS Digital to be able to capture the pharmacy’s operating system and browser details.

NHS BSA will send an email to each contractor’s shared premises NHSmail account in December 2018 (date to be confirmed; PSNC will alert contractors through their normal communication channels when this email has been sent), which will detail whether NHS Digital has been able to validate the pharmacy as meeting the WES gateway criterion.

Contractors who have been validated as meeting the WES gateway criterion should keep the email as evidence of compliance. No further action is required to meet the WES gateway criterion.

Contractors that are not validated as meeting the WES gateway criterion (either because they do not meet the WES quality criterion or because they have not accessed the SCR since 14th November 2018) will get regular email updates on whether their pharmacy has been validated until the end of the declaration window or until the pharmacy has been validated as meeting the criterion. This is so that when a contractor has taken corrective action, they can see that this has been confirmed in the NHS Digital report. *The WES gateway criterion requires, that on the day of the review the contractor must have consulted the NHS Digital WES and/or their System Supplier(s) and have assured themselves, and can demonstrate, that all the operating system and browser versions currently in use in their pharmacy to link to NHS Digital systems, such as the Electronic Prescription Service and Summary Care Record (SCR), comply with the WES; and are therefore supported by NHS Digital for connectivity to NHS Spine systems.
