Quality Payments: Have you accessed the SCR portal?

Community pharmacy contractors who have not been validated as meeting the Warranted Environment Specification (WES) gateway criterion of the Quality Payments Scheme by the NHS Business Services Authority (NHSBSA) are reminded of the need for a pharmacy professional to access the Summary Care Record (SCR) portal by Thursday 7th February 2019 if they want their pharmacy to be assessed to see if, in the third assessment period, their pharmacy meets the WES gateway criterion (please note, contractors have until 15th February 2019 to meet the WES gateway criterion; accessing the SCR portal by 7th February 2019 will just allow contractors to be assessed as to whether they currently meet the WES gateway criterion so they can be confident of this before they make their declaration).

Pharmacy professionals do not need to access an individual patient’s SCR for their pharmacy to be assessed; they just need to open the ‘Find a patient’ screen, as shown below, for NHS Digital to be able to capture the pharmacy’s operating system and browser details. NHSBSA can then use this data to assess whether the pharmacy has met the WES gateway criterion.

If a pharmacy professional is using a locum Smartcard (FFFFF smartcard) and is accessing the SCR portal to allow a pharmacy to be assessed to see if it meets the WES gateway criterion, it is important that the correct dispensing site (pharmacy) is selected and that the process of logging in to the ‘Find a patient’ screen is completed within 10 minutes. If this process does not occur within 10 minutes, for example, if the pharmacist is called away to talk to a patient and therefore does not complete the process of logging in to the SCR portal until later (and this is over 10 minutes), NHS Digital will not, on that occasion, be able to capture the pharmacy’s operating system and browser details for NHSBSA to assess if the pharmacy has met the WES gateway criterion.

Contractors who have not yet been validated as meeting the WES gateway criterion will receive an email from NHSBSA next week (week commencing 11th February 2019) which will state if they have then been validated as meeting the WES gateway criterion.

Data used to validate whether a contractor has met the gateway criterion will cover the period 25th January 2019 – 7th February 2019.

WES emails schedule

The NHSBSA Provider Assurance Team will continue to send out emails to contractors who do not meet the WES gateway criterion and to those who have not accessed the SCR portal for their WES compliance to be assessed on a fortnightly basis. The email schedule is detailed in the table below.
