Quality Payments: Not had confirmation of meeting the WES gateway criterion?

Community pharmacy contractors who made a Quality Payment declaration by the deadline (1st March 2019) but who have not yet been validated as meeting the Warranted Environment Specification (WES) gateway criterion are reminded of the need for a pharmacy professional to access the Summary Care Record (SCR) portal by tomorrow (7th March 2019) if they want their pharmacy to be assessed to see if their pharmacy now meets the WES gateway criterion. Failure to access the SCR portal will mean the pharmacy cannot be validated and therefore a Quality Payment cannot be made.

Contractors who have not yet been validated as meeting the WES gateway criterion will receive an email from NHSBSA next week (week commencing 11th March 2019) which will state if they have then been validated as meeting the WES gateway criterion.

Data used to validate whether a contractor has met the gateway criterion will cover the period 22nd February 2019 – 7th March 2019.

 Accessing the SCR portal

Pharmacy professionals do not need to access an individual patient’s SCR for their pharmacy to be assessed; they just need to open the ‘Find a patient’ screen, as shown below, for NHS Digital to be able to capture the pharmacy’s operating system and browser details. The NHS Business Services Authority (NHSBSA) can then use this data to assess whether the pharmacy has met the WES gateway criterion.

Pharmacy professionals are advised to check that the pharmacy’s ODS code is registered on the smartcard being used to access the SCR portal (this is not applicable for locum smartcards – please see information below on locum smartcards). This can be checked by looking at the blue bar at the bottom of the SCR screen; the user’s name, pharmacy role and ODS code should be listed. If the ODS code is incorrect or absent, then please contact your local Registration Authority (RA) who can assist with having this registered. A list of local RAs can be found on the NHS Digital website.

If a pharmacy professional is using a locum Smartcard (FFFFF smartcard) and is accessing the SCR portal to allow a pharmacy to be assessed to see if it meets the WES gateway criterion, it is important that the correct dispensing site (pharmacy) is selected and that the process of logging in to the ‘Find a patient’ screen is completed within 10 minutes. If this process does not occur within 10 minutes, for example, if the pharmacist is called away to talk to a patient and therefore does not complete the process of logging in to the SCR portal until later (and this is over 10 minutes), NHS Digital will not, on that occasion, be able to capture the pharmacy’s operating system and browser details for NHSBSA to assess if the pharmacy has met the WES gateway criterion.
