Chief Executive

Janet Morrison

Chief Executive

Role:

Janet joined Community Pharmacy England in March 2022.  As CEO she is the principal advisor to the Community Pharmacy England Committee, and is responsible and accountable for all operational dimensions of the organisation. These include the planning and shaping of NHS services provided by the network of community pharmacies in England, as well as negotiating funding from HM Government and the NHS.

Background:

Janet is an experienced leader in the public and not-for-profit sectors and has experience of working with health and social care. For the last 15 years she has operated at CEO level both at Independent Age and most recently at the Black Stork charity which was working to set up strategies supporting a national rehabilitation centre in partnership with the NHS. She was previously the deputy CEO at NESTA (the National Endowment for Science, Technology and the Arts) and has also worked as a policy advisor at the BBC and as Director of Policy and Research at the NCVO (the National Council for Voluntary Organisations). Janet was awarded an OBE for her work around combating loneliness.

Shiné Brownsell

Office Manager

Role:

Shiné started working at Community Pharmacy England in May 2012. In her capacity as Office Manager she performs all administrative tasks for the daily business operation of the organisation. Her duties include providing administration support for the Chief Executive, organising key events and providing secretarial services for Community Pharmacy England Meetings.

Gabriele Vickers

Deputy Office Manager

Role:

Gabriele started working at Community Pharmacy England in April 2017. In her capacity as Deputy Office Manager she performs administrative tasks for the daily business operation of the organisation. Her duties include providing administration support for the Office Manager, organising key events and providing support for Community Pharmacy England Meetings.

Pharmacy Funding Team (including Dispensing & Supply Team)

The work of the Pharmacy Funding Team includes supporting negotiation of funding for pharmacy owners and monitoring funding delivery, including margin surveys policy and analysis. The team also provides support to LPCs on funding matters.

Mike Dent

Director of Pharmacy Funding

Role:

Mike has worked for Community Pharmacy England since 2004. His main focus is on the level and distribution of funding for pharmacy owners and related projects such as margins surveys and cost inquiries.

Background:

Prior to this Mike worked in strategy and finance for Boots.  He is a member of the Institute of Chartered Accountants and the Chartered Institute of Marketing, and has a degree in Economics from Cambridge.

Jack Cresswell

Funding Strategy Manager

Role:

Jack joined Community Pharmacy England in 2007. He joined the funding team in 2012, having previously been in the Information Team and prior to that the Margin Survey Team.

Rob Thomas

Funding Delivery Manager

Role:

Rob joined Community Pharmacy England in 2019. He oversees Community Pharmacy England’s Pricing Audit Team, as well as working on the national negotiations, contract/market development, and payment processes.

Background:

Prior to this Rob worked in funding and strategy roles for Lloyds Pharmacy. He is a Chartered Accountant, having trained with PricewaterhouseCoopers (PwC).

Michael Digby

Margins Lead

Role:

Michael leads on the Margin Survey analysis and reporting for Community Pharmacy England, and assists on various funding related projects.

Background:

Michael joined Community Pharmacy England in 2012, working in the Margins Survey Team for three years before joining the funding team in May 2015.

Daniel Fladvad

Funding Analyst

Role:

Daniel joined Community Pharmacy England in 2023. His responsibilities include securing efficient data flows and conducting analysis of funding related data. Daniel also supports polling of the sector, including committee opinion polls.

Background:

Daniel first joined the Members and LPC Support Team. Prior to joining Community Pharmacy England, Daniel worked as a technical project manager in Norway, developing dashboards and monitoring political opinion polls.  He holds a degree in comparative politics from LSE.

Suraj Shah

Drug Tariff and Reimbursement Manager

Role:

Suraj joined Community Pharmacy England in 2018. His main areas of responsibility relate to the developments to the Drug Tariff, changes in the supply chain and supply shortages, and the review of pricing arrangements for specific categories of medicines or appliances.

Background:

Suraj is a pharmacist and has worked in both hospital and community pharmacy sectors before joining Community Pharmacy England. His previous role was with the National Pharmacy Association as a Pharmacy Services Operations Manager within their Pharmacy Services Team. Before that role he worked in the NPA Information department as an Information Pharmacist and then as a Team Leader.

Dispensing and Supply Team

Role:

The Dispensing and Supply Team provide support to pharmacy owners on the Drug Tariff, including Part VIII Usual Proposals, the Discount not Deducted List, Special Containers and Calendar Packs, Part IX Appliance Issues, and stock shortages and Concession Pricing.

Mitesh Bhudia

Dispensing and Supply Team Supervisor

Role:

Mitesh joined Community Pharmacy England in 2014. He manages the Dispensing and Supply Team.

Background:

Mitesh has a degree in Pharmaceutical Sciences and also completed his Dispensing Assistant (Level 2) training in 2015.

Gemma Hackett

Dispensing and Supply Officer

Role:

Gemma joined the Community Pharmacy England in 2014. As part of the Dispensing and Supply team (DST) Gemma assists pharmacy teams with a wide range of queries such as medicine and appliance issues/queries, discount not deducted, endorsement and reimbursement queries.
As well as providing support to pharmacy owners and their teams Gemma is our lead on the Drug Tariff Part VIII Usual Proposals. Gemma co-ordinates the Dispensing and Supply Team communications and content for the Dispensing and Supply section of the website.

Background:

Gemma has a pharmacy background with 12 years’ experience as a dispenser in community pharmacy.

Sarah Welbourne

Dispensing and Supply Officer

Role:

Sarah joined Community Pharmacy England in 2017. She works within our Dispensing and Supply team dealing with pharmacy owner queries and pricing issues. Sarah is our lead on price concessions, branded medicine shortages and appliance issues/queries.

Background:

Sarah has vast knowledge of pharmacy having worked in the sector for over 20 years. Most recently Sarah was the Dispensary Manager within a dispensing doctors. Sarah has also worked in an independent community pharmacy and for multiples.

Pricing Audit Team

Role:

Community Pharmacy England’s Pricing Audit Team undertakes audits of the pricing of NHS prescriptions to assess the accuracy of the Pricing Authority and audits the margins surveys, which are undertaken by the NHS Business Services Authority (NHSBSA) on behalf of the Department of Health and Social Care.

The members of the team are: Janine Rowe, Tanya Newcombe, Jytte Bishop, Joyce Patterson, Rekhaben Darji, Ciara Clifford and Lisa Deeley. Between them they have over 40 years of experience in checking the accuracy of prescriptions’ pricing. Their work is vital task in protecting pharmacy owners’ income and, in turn, forms a core part of Community Pharmacy England’s role in ensuring that funding is delivered in full and fairly to pharmacy owners.

The work of the NHS Services Team includes policy and support on community pharmacy services, pharmacy IT, and workforce and education. This includes supporting LPCs and pharmacy owners with the development, commissioning and implementation of community pharmacy services. The team also undertakes Community Pharmacy England’s monitoring of the wider NHS and healthcare policy environment.

Alastair Buxton

Director of NHS Services

Role:

Alastair joined Community Pharmacy England in November 2002 as Head of NHS Services, with responsibility for policy on national community pharmacy services. In May 2015 he became Director of NHS Services, leading a team covering policy and support on locally and nationally commissioned community pharmacy services, monitoring of the wider NHS and healthcare policy environment and community pharmacy and internal Community Pharmacy England IT.
Alastair is a member of Community Pharmacy England’s negotiating team and regularly works with colleagues at NHS England and the Department of Health and Social Care on matters relating to his policy responsibilities.

Background:

Alastair qualified as a pharmacist in 1994 and worked in community pharmacies in Shropshire for 8 years. In 2012 Alastair was designated a Fellow of the Royal Pharmaceutical Society for distinction in the pharmacy profession.

Rosie Taylor

Head of Service Development

Role:

Rosie joined Community Pharmacy England in 2014 as Pharmacy and NHS Policy Officer, working to support LPCs and pharmacy owners with service development. In December 2015 she became Head of Service Development. Rosie leads Community Pharmacy England’s work on collating information on community pharmacy services and works on the development of local and national NHS pharmacy services. She also identifies and analyses health and care policy developments relevant to community pharmacy to support ongoing service development.

Background:

Rosie qualified as a pharmacist in 2004 and initially worked for Rowlands Pharmacy for 7 years in various positions including working as a Pharmacist Manager and as the Professional Standards Pharmacist in the Superintendent’s Office. While working at Rowlands, Rosie was also a member of Wirral LPC. Prior to joining Community Pharmacy England, she worked at the National Pharmacy Association as an Advice and Support Pharmacist in the Pharmacy Services Team.

David Onuoha

Service Development Manager

Role:

David joined Community Pharmacy England in April 2020 as Service Development Manager, working to support the development of local and national NHS pharmacy services. David is responsible for analysing health and care policy developments relevant to community pharmacy and managing the maintenance and use of Community Pharmacy England’s knowledgebase of community pharmacy services. In time his role will also expand to include supporting LPCs with local service development.

Background:

David qualified as a pharmacist in 1999 and has worked for Boots UK for 21 years in various positions including Pharmacy and Store Management, Area Management, Deployment planning, as a Healthcare Development Manager and a Regional Pharmacy Manager. While working at Boots, David has been a member of several LPCs including 11 years with Kent LPC where he was also Chair for the last 3 years.

Daniel Ah-Thion

Community Pharmacy IT Policy Manager

Role:

Daniel joined Community Pharmacy England in 2011. He leads for Community Pharmacy England on IT including: apps, Electronic Prescription Service (EPS), health records, IT policy, NHSmail, standards and suppliers. He liaises with relevant stakeholders, and provides information for LPCs and pharmacy owners on the subject. Dan also provides the secretariat function for the Community Pharmacy IT Group (CP ITG) – a joint group of pharmacists, pharmacy organisations, Community Pharmacy England, supplier and NHS representatives.

Background:

Daniel has a degree in History having studied at Exeter University specialising in medical history.

Caline Umutesi

Service Development Officer

Role:

Caline joined Community Pharmacy England in 2017. Caline’s main areas of responsibility are supporting the development, commissioning and implementation of community pharmacy services.

Background:

Caline has been working in the Pricing Audit Centre Team for two years before joining the Services Team in April 2020.

Regulation and Support Team

The work of the Regulations and Support Team includes policy and provision of guidance to pharmacy owners and LPCs on NHS legislation and regulatory matters, and support and guidance on Constitutional matters for Community Pharmacy England and LPCs. It also coordinates the provision of resources, training and development for LPCs and pharmacy owners and the development of Community Pharmacy England regional groups.

Gordon Hockey

Director, Legal

Role:

Gordon joined Community Pharmacy England as Director of Operations and Support in 2016. He leads Community Pharmacy England’s work on regulatory matters related to NHS pharmaceutical services, such as the market entry provisions, and the terms of service. Gordon also provides guidance on those regulatory matters to Community Pharmacy England when it is consulted on proposals for amendments, and he pro-actively identifies issues that Community Pharmacy England may wish to see amended.

Background:

Gordon practised as a community pharmacist before working for the Royal Pharmaceutical Society of Great Britain in various roles, including secretary to the statutory (disciplinary) committee. He is qualified as a barrister and for almost 17 years he worked for the Royal College of Veterinary Surgeons, first as Assistant Registrar, in charge of standards and fitness to practise procedures for veterinary surgeons and nurses; and later as Registrar of the College.

Katrina Worthington

Regulations Officer

Role:

Katrina joined Community Pharmacy England in 2022. She supports the Director, Legal with Community Pharmacy England’s work on regulatory matters related to NHS pharmaceutical services, such as the market entry provisions, and the terms of service. She also provides guidance and support to pharmacy owners, LPCs and others on NHS related legislative and regulatory matters.

Background:

Katrina qualified as a Pharmacy Technician in 2009 whilst working for the then Co-operative Pharmacy. She continued working there whilst also studying a Law degree and a Master of Law. Whilst working for The Co-operative Pharmacy/Well, Katrina has held many roles and prior to joining Community Pharmacy England she was working in the Superintendent’s Team as NHS Contracts Technician. While working at Well, Katrina was also a member of Cheshire & Wirral LPC.

James Wood

Director of Member and LPC Support

Role:

James joined Community Pharmacy England in January 2021 as Community Pharmacy England’s first Director of Member & LPC Support. His role includes being a member of the Community Pharmacy England Leadership Team – leading on pharmacy owner/LPC and Community Pharmacy England partnership, and participating in the Community Pharmacy England Negotiating Team. He is responsible for maintaining effective networks with pharmacy owners and their representative groups, including the 70 LPCs in England.

Background:

James qualified as a pharmacist in 2004. He has had a diverse career in the sector and beyond in the wider NHS, including as a pharmacy owner and Superintendent Pharmacist in Sheffield. James has been involved in local pharmacy representation via LPCs for most of his professional career; first as a governing member and latterly for over 9 years as a Chief Executive Officer.
In 2018 James was designated a Fellow of the Royal Pharmaceutical Society in recognition of the advancement of pharmacy practice.

Cathy Monaghan

Local Policy Support Manager

Role:

Cathy joined Community Pharmacy England in 2024. She works closely with LPCs to support their engagement work at ICS and Local Authority level. Her role includes monitoring local policy developments and ensuring community pharmacy priorities are reflected in public policy.

Background:

Cathy has a background of working in healthcare policy and communications for the Arthritis and Musculoskeletal Alliance and as political advisor and head of office for two MPs. She has a degree in Law and has previously held engagement and influencing roles as head of UK public affairs for an NGO and leading on public affairs for a membership body.

The work of the Communications and Public Affairs Team includes managing Community Pharmacy England’s public relations and public affairs activities, including issuing press releases and dealing with media enquiries. It coordinates proactive communications planning and delivery for Community Pharmacy England and assists the wider team with the development of key communications to pharmacy owners, LPCs and stakeholders.

Zoe long

Director of Communications, Corporate and Public Affairs

Role:

Zoe works across Community Pharmacy England’s policy areas to communicate news, updates and guidance to pharmacies, LPCs and other stakeholders. She is responsible for the coordination of communications across Community Pharmacy England’s website and other channels; and she manages press functions, including offering LPCs and pharmacies advice on local media work. Zoe also works closely with the other national pharmacy organisations to promote community pharmacy more widely, working with the All-Party Pharmacy Group and helping to build relationships with politicians and charities.

Background:

Zoe joined Community Pharmacy England after five years working as a journalist and then News Editor at Chemist+Druggist magazine. She has a degree in Biological and Biomedical Sciences from Cambridge University and a Postgraduate Diploma in Magazine Journalism.

Melinda Mabbutt

Pharmacy Communications Manager

Role:

Melinda manages Community Pharmacy England’s communications to community pharmacy teams. Key responsibilities include working with Community Pharmacy England’s policy team to produce updates and guidance for pharmacy teams and LPCs, plus acting as the primary Community Pharmacy England contact for the press. Melinda manages Community Pharmacy England’s website content, provides administrative support for webinars, and oversees the production of email newsletters.

Background:

Melinda began her time at Community Pharmacy England in the Dispensing and Supply Team, developing a key role in improving the team’s webpages and producing informative factsheets.

George Foote

Public Affairs and Policy Manager

Role:

George manages the public affairs capacity of Community Pharmacy England. He works closely with the other national pharmacy bodies to coordinate parliamentary engagement and manage the All-Party Parliamentary Group for Pharmacy. He monitors relevant parliamentary activity and ensures the views of Community Pharmacy England are heard among the various channels in Westminster and beyond. He also works to increase engagement and collaboration with third sector organisations.

Background:

George studied Biochemistry at Imperial College London. After graduating, he briefly spent some time teaching in China before returning to work in Parliament as political and parliamentary advisor to two MPs, including a former Health Committee Chair. He subsequently worked as a research associate at a think tank conducting research into education and social mobility policy.

Adeola Wilson

Media and Corporate Communications Manager

Role:

Adeola’s key focus is overseeing the development of Community Pharmacy England’s branding and corporate communications as well as building the organisation’s relationship with national media. Adeola collaborates closely with other team members with reactive and proactive media work. She also supports the Director of Communications and Public Affairs to build and maintain a clear voice for the organisation and community pharmacy.

Background:

Adeola has a background of working in healthcare communications for organisations including the Nursing and Midwifery Council, Health and Care Professions Council and the NHS. Adeola also has a background in managing PR for consumer brands and a degree in Broadcast Journalism from Nottingham Trent University. She previously worked as a journalist, broadcaster and magazine editor for a number of African and Caribbean media outlets in the UK.

Sharlyn Beltran

Digital Communications and Policy Support Officer

Role:

Sharlyn’s role is to produce a range of communications materials for Community Pharmacy England’s digital platforms. She helps with drafting email newsletters, managing the website, and making sure that the organisation stays relevant and updated on social media. Sharlyn also assists the Director of Member and LPC Support by providing communications functions and co-managing LPC events including the annual conferences, trainings, briefings, and webinars.

Background:

Sharlyn has a degree in Mass Communication with a major in Public Relations and previously held communication roles and managed several large events for a global membership association. She specialises in event planning, social media management and corporate communication. Throughout her career, she also made available her communications and event management skills to support the activities of Football for Humanity, a charity active in the UK and Southeast Asia.
